“Collaborative Innovation, Creating Quantum Communication Industry”---The 2016 China Quantum Information Industry Summit was Held in Beijing

In the afternoon of 12th October, the 2016 China Quantum Information Industry Summit was successfully held in Beijing. This forum was co-organized by the Bureau of Major R&D Programs of Chinese Academy of Sciences (CAS) and China Information Industry Association (CIIA) under the guidance of CAS. Leaders of the Ministry of Industry and Information Technology, Office of Commercial Code of China, Bureau of Major R&D Programs Chinese Academy of Sciences and CIIA attended the forum and delivered speeches. The forum was presided by Wu Lebin, Chairman of Chinese Academy of Science Holdings Co., Ltd. (“CAS Holdings” for short). Participants in the conference were organizations such as the Bureau of High Technology of National Development and Reform Commission (NDRC) and ICT Development Bureau of the Office of the Central Leading Group for Cyberspace Affairs.

In the forum, three academicians, Yin Hao, Du Jiangfeng and Fang Jiancheng, shared cutting edge development in and application of quantum communication, quantum computing and precision measurement respectively, as well as quantum sensing and other quantum information technologies. Then Wang Jiye, Director of the Department of Information and Telecommunication of State Grid, and Shan Jijin, Vice-director of the Information Technology Supervision of China Banking Regulatory Commission (CBRC) delivered keynote speeches on the innovative application of quantum information technology in power sector and banking sector respectively.

In the dialogue session of the summit, Pan Jianwei and entrepreneurs from CAS Holdings, Digital China, Alibaba discussed the development path from “Science” to “Application” and then to “Industry” and presented their viewpoints on the opportunities and challenges faced by the quantum information industry and on how to build a healthy industrial ecology.

Later on, Qi Wei, CEO of CAS Quantum Network Co., Ltd., reported on related work on behalf of China Quantum Communication Industry Alliance. Quantum Information Association of China held its founding ceremony. Zhao Yong, President of QuantumCTek, was elected as the first-term Chairman of the association, while Fu Boyan, Vice Secretary General of CIIA, was elected as the standing vice chairman. CIIA is a first-grade national social organization in the charge of NDRC, which focuses on promoting the exploration and utilization of information resources and the development of the information service sector, devoting itself to building a bridge between the government and enterprises, and the government and the public. The newly founded Quantum Information Association of China will make use of the platform, integrate development resources and optimize development environment so as to maintain and enlarge the impact of China in the field of quantum information technology.

When products were launched, enterprises such as QuantumCTek, CAS Quantum, Kedacom, Xinwei Group, Dcits published the fruits of their cooperation, such as quantum key application system and information security solutions oriented towards fields like finance, government affairs and big data, which can help the quantum communication industry become mature and contribute to leapfrog development of national information security and information technology.

CAS, as an important national strategic technological force, always values the development of quantum information technology. In the “Pioneer Initiative”, the practical use of quantum communication technology was included in areas of strategic importance, and was listed as a key task in the 13th Five-year Plan. CAS launched the Strategic Priority Research Program and the quantum science satellite program successively, and led the declaration and construction of Beijing-Shanghai quantum cryptography communication line to ensure security. CASH initiated China Quantum Communication Industrial Alliance and QuantumCTek by uniting the University of Science and Technology and related technical forces to mobilize innovation chain, industrial chain and capital chain with the aim of fostering strategic emerging industry in the field of quantum information and serving economic and social development.
